A lot of teams talk about code review like it is a cultural nice-to-have. It is not. It is one of the few engineering practices that reliably catches defects before production, spreads context across the team, and slows down the quiet decay that happens when everyone is under deadline pressure. If you remove it, code still ships. What disappears is the last systematic pause before a local decision becomes shared maintenance cost.
The strongest argument for review is still the old one: it finds bugs. SmartBear’s long-running peer review guidance, based in part on a Cisco team study, is one of the clearest summaries of the basic economics. Reviews of roughly 200 to 400 lines of code over 60 to 90 minutes can find 70% to 90% of defects. Push the review over 400 lines or rush past 500 lines per hour and defect detection drops. That tracks with lived experience. A small change with enough time gets attention. A giant change gets approval theater.

This is where many teams sabotage themselves. They do not abandon review outright. They keep the ritual and break the conditions that make it useful. They send 1,800-line pull requests with generated files mixed into application logic. They stack unrelated fixes together because it is “more efficient.” They assign one reviewer who is already context-swamped. Then they conclude that code review is shallow and slow. The process did not fail there. The review unit was too large to inspect honestly.
Google’s engineering review guidance frames the goal well: the primary purpose of code review is to make sure the overall code health of the system improves over time. That sounds obvious until you realize how many review conversations drift into the wrong argument. The question is not whether a change is perfect. The question is whether it improves the codebase without smuggling in complexity, ambiguity, missing tests, or maintainability debt. That shift matters because software rarely collapses from one spectacular decision. More often it gets worse through a long series of small approvals that nobody challenged at the right moment.
Good review also broadens what the team knows. Google explicitly calls out mentoring as part of review. That is important because the second-order value of review is not just bug detection. It is making knowledge move. A reviewer learns the feature area. An author learns the local standards. A newer engineer sees what the team actually considers risky. A future on-call engineer is less likely to open a strange code path at 2 a.m. and wonder why it exists. When teams say they want redundancy in knowledge but skip review on the grounds of speed, they are usually trading short-term convenience for long-term fragility.
There is a security angle too. Static analyzers and linters help, but they do not replace a reviewer who asks, “Why is user-controlled data flowing into this sink?” or “Why is this package being added?” or “What happens if this retry loop hits a third-party API in parallel?” In Google’s own guidance on what to look for in a review, the reviewer is told to understand every line, escalate specialized topics when needed, and think in the broader context of the system. That is exactly where security bugs often hide: not in syntax, but in assumptions.

Speed still matters, just not in the way people usually argue. Slow reviews are expensive. Google’s reviewer guide says one business day is the maximum time it should take to respond to a review request, and that delay creates pressure to merge weaker code just to keep work moving. That is the right tradeoff to optimize. You want fast feedback on small review units, not fast approval on giant ones. Those are very different systems. One increases velocity. The other just lowers resistance.
There is also a tone problem in many teams. Review should be strict about code health without becoming performative or hostile. SmartBear’s guidance is right to emphasize a collaborative environment, because defensive review culture destroys signal. If every comment reads like a status move, authors stop hearing the useful parts. If every review defaults to “looks good” because nobody wants friction, the team loses the point of the exercise. Healthy review is direct, specific, and willing to explain why a requested change matters.
If you want code review to work, the recipe is not complicated. Keep changes small. Separate refactors from behavior changes when you can. Make reviewers respond quickly. Treat documentation and tests as part of the review surface. Ask security and architecture questions early, not after merge. And do not confuse automated checks with human review. Bots are good at consistency. Humans are good at context. You need both.
